Whether you work with Packed Points or Scaled Packed Points is a matter of personal preference and the level of granularity you are working at. If zoomed way in, both will provide a 1:1 aspect so they are the same. If working with an overview of the whole district, Scaled Packed Points reduces the number of dots on the screen.
Packed Points continue to remain 1:1 ratio at all levels of viewing. No matter how far you are zoomed out you will see 100% of all the data points on the map, they just get a bit crowded when zoomed way out.
Scaled Packed Points scale according to the zoom level so when zoomed way out the ratio may be 3:1 and as you zoom closer you start to see a 1:1 ratio of the data points.
